New innovations in space technology, such as low Earth orbit (LEO) satellites, can directly improve the lives of millions. There is no path to universal broadband access without deploying a wide range of connectivity options that include LEO satellite broadband. This technology has the ability to quickly connect anyone, anywhere, with affordable, high-speed internet. We need policymakers to continue updating space policy and modernizing regulations so we can finally bridge the digital divide and deploy other exciting advances in space.

The Connect Everyone Coalition urges policymakers to build on recent momentum and clear away outdated regulatory barriers hampering space innovation and the deployment of LEO satellites. Opportunities include:

  • Updating regulations to consolidate redundant environmental reviews and range safety inspections.
  • Updating legacy Equivalent Power Flux Density (EPFD) regulations designed for decades-old technology to unleash the full potential of innovative technologies like LEO satellites.
  • Continuing to engage and lead in the International Telecommunication Union (ITU) to protect America’s interests in the space sector.

In August 2025, the Administration released an Executive Order, Enabling Competition in the Commercial Space Industry, directing the modernization of outdated and burdensome launch regulations in an effort to usher in innovative space-based capabilities, industries and services.
